I had trouble programming some of the newer larger PICs.
These devices have a "PGM" pin next door to or one pin away from the PGC and PGD pins at pins 27 & 28 or pins 39 & 40.
The bloke at Microchip advised me to fit 10k from PGM to Vss/GND/0V.
